What i can tell you about Teoma's db is its small compared to Fast and Google. It has spam-detectors, that Teoma, claims is the main reason the db is so small. As with all search engines, that have just been released it is experimental for the SEO, in getting the right mix of factors. It also take's a feed from the ODP, so this is an important factor as well.
I would suggest, quality content, distributed over a multi-tier themed site, with a heavy in-out-cross related linking strategy, this is for starters. you will find all the info, in and around the various forums at webmasterworld, that can get your site to this point.
