Is this considered cloaking?

I have just come across this term 'cloaking' and have realised that I might be doing it myself.

I have a one page photography portfolio site built in flash. There is no text at all on it.
I test for the correct flash version with javascript, if it is present I meta refresh to the flash page. In noscript tags I have links to the flash page and an html version built in frames. I also have some text, a breif profile and my name in an h1.
On the html version (also no text) in noframes tags I put the same text.

I found that if I only had a title and some meta discription I didn't get any where in SE.

I wouldn't call it cloaking. It's not cloaking to use JavaScript to detect a browser version and offer a page that works for that particular browser, especially when you use a redirect to do it.
