Google cloaking

I've noticed that cloaking in google still seems to happening.

On one of my sites, I did a search in google for it using domain name. Someone elses site came up listed and what they have on google page is different from their cached page. On their cached page, they have link to my domain.

I'm wondering how this is still happening. I thought cloaking was pretty dead.
