Cloaking ... this is generally used to describe showing one set of content to search engine bots, and another to human visitors. Not generally recommended.
i notice that the #1 site in google for <snip> has the majority of its keywords in "alt" tags
alt tags are pretty useful for visually impaired visitors ... they are used describe an image. There is nothing wrong with dropping a few keywords in here if you are not abusing the tag's purpose.
Many things are considered more important by Google. Read through this post ... it'll give you a few ideas ...

Are they actually "cloaking"? words in alt tags are not cloaking in itself, they can be used legitimately.
There are a good few people who have and can tell you more about cloaking. I recommend checking out the forum library [webmasterworld.com] for some of the main topics that have been posted to date.

Use of the alt tag is definitely not cloaking.
