Are there any uses of cloaking that search engines find to be legal?

I keep reading about how search engines frown on cloaking as a method to increase your search engine rankings. How, though, do they feel about using cloaking for more practical reasons. For example to serve meta tags, like WebmasterWorld does here, only to search engines. This alone can save a lot of bandwidth as normal users have absolutely no need for meta tags.

Or by serving up text navigation maps, instead of a image map where I heard (not sure if true) that search engines are not always good with.

So with all that said...is using cloaking for a practical reason allowed?
