Search Engine redirection..

Not EXACTLY on topic, but here goes..

As everyone on these forums is aware, a number of search engines (e.g. Altavista and Lycos) redirect users to regional versions of their sites based on the country that the user is connecting to the web from.

I suppose this could loosely be described as cloaking, because the SEs are effectively delivering custom content depending on the visitor, which is a basic definition of what I understand cloaking to do.

Is anyone aware of the technology / ies used by the search engines to determine where a user is coming from? Is it based on IP, or is there another factor involved?

Any help would be really appreciated. I know this is slightly off-topic, but it seemed the best forum to post in.

Many thanks.
