De cloaking tool

Some one told me that I can use toods in this web site for de-cloaking.
[cgi-fun.hypermart.net...]
1. Is it correct?
2.If it can do. Could you show me how I can use these tools - I don't have technical knowleadge.

When some spiders crawl a page they leave a signature, some ( a small percent) of the websites out there use those signatures to cloak. The tools on that site allow you to send out the same signature.
