I have customer who have spent $18 (for the 2nd onwards URLs) who, in the past 12 months have received over 900 clicks. That is a pretty low (calcualted) CPC.

Most of the time - for the sites I managed for clients - I am pretty happy by just utilizing Dmoz and Google... then spiders and time will do fine, or if money is not the object paying for Yahoo etc....

That one is a little different, it is an org without much cash at hand
and I am trying to figure out what can be achieved by spending just a few $ here and there

I have great success for .orgs by simply contacting webmasters and offering to share supportive content.

Find a site that is in the same or complimentary niche, pitch the webmaster personally (phone calls to voice mail followed up with email work great) and make a deal to cross-promote subtly within the site.

Chances are he's in the same boat as you.
