They have a completely different algorithm...and base a lot of their results on site context, instead of sheer link volume, as Google tends to do.
The result, one hopes, in a more linguistically accurate picture of the web...thus yielding more relevant SERPS.
You might check this out,Teoma Search engine overview [webmasterworld.com] as Brett Tabke put a lot of work into providing an incredible summary, and introduction, to this new engine. Also, while I haven't read it yet, the DiscoWeb project [cs.rutgers.edu] is where I believe some of their researchers participated, before forming a commercial enterprise.

Payed inclusion at the moment, does not have any affect on the SERPS on TEOMA, whether it will in the future, remains to be seen, hopefully the paid scheme will just be for quick guaranteed inclusions, and the ranking of a site and its pages, will come down to its relevance.
In regards of getting up the SERPS, then a very clean cut site design, which focuses on content, is the critical concern of doing well. Links are still important, though, you'll struggle with teoma, if you thinking of trying to use a high incoming PR strategy, like you can with google.
Teoma is about as close to google as ink and fast are, its not alike.
