There is a competitor of mine that has 5 sites in one category. All the sites look similar and sell the exact same product. Furthermore they all use the same checkout cgi bin.

Isn't this against Y! submission policy? And if so, how do I go about reporting it?

It wouldn't be so bad except they occupy the top 5 directory listings. Any Help is appreciated

You can try the following:

They probably pulled a bait and switch on the editors. No guarantee your email will be answered but probably worth the effort in your case.
