How do I specify the location of a website

Is there a way to specify a location for a website in Yahoo?
I have a website hosted in the US but it's target market is England.

Any feedback on this? Do I have to change the domain name to a .uk to qualify for local searches from the UK?

Can you move to UK hosting? That would be easiest IMO.

If the client doesn't want to change hosting companies, is there another way to get it to rank in local serps in Yahoo?
