Does Yahoo Favor HTML sites?

I noticed yahoo seem to favor pure html sites more than php or asp.

What do you guys think?

If you do it correctly there is absolutely no difference between a PHP site and an HTML site, you just need to use mod_rewrite to make it html or have apache parse html as php.
