Unfortunately, I did about 10-15 random popular searches and spam sites/redirects to affiliate pages were appearing in the top 5 results for all of them.

Uhm... An eBay listing for a book in the number one spot for a two word B2B phrase? That's spectacularly bad. I hope that's not what t they mean by finished.

most of those keywords you described...nothing but the authorities to which the should be from my searches...
no ebay listings for me.
Improvement? Hardly. On a related one word term 9 of the top 20 spots are taken by just 4 sites. That includes two wiki entries.
Regardless...they both are horrible!
We all know by having a a terrible page we are more than likely gonna get them to use our content search ads either for G, Y or M well I think the big 3 are doing the same in their search as well to get more of the clicks.
Why else are all the shopping sites, expired ebay listing etc dominating the searches. I can't stand a shopping site and have never used one so I am sure I am not by myself and am sick and tired of clicking on the ebay search only to find it is gone, so I don't use them anymore.
When I look at a search what stands out the most are the keywords in the ads coming up for my search so makes good sense the search engines see this and make the results just good enough but bad enough to get the majority of the traffic to clicck on a sponsered result listings.
I PERSONALY DON'T THINK IT'S A CONSPIRACY THEORY.
All thought Y at this point is displaying the cleanest serp, as I could see for our niche(from my IP location), there are 1st page results in G and M for very popular search terms we track that look like one company rented an entire first page(except ads), half of the second as well.
Lots of redirects hosted on free hosts, subdomain redirect spam, you name it.
At this point, it looks like they've taken a HUGE step back in terms of quality....no wonder Google is eating their lunch.

That has been the trend over the last year or so.
Not sure why, but in the last year my ancient doorway pages out rank my quality, high traffic sites in Y.
I have given up caring, Y has a declining market share so why should I potentially sacrifice my rankings in Google for Y? But I still cough up the $300 each year.
For the first 50 resutls on a very competitive search I get only hacked websites...ONLY...

Google groups, spaces.msn.com and a HUGE number of tinyurl type of listings.
Yahoo still can't handle 301s to save its life.

Does anyone actually care if the "serps" are good, or relevant or whatever!
You lot are (or should be) classified as "webmasters" - which means you should give 2 "xxits" as to whether the results are good, you should care whether you have got good rankings and thus more cash in the bank.
The algo is dynamic and therefore spam will ALWAYS rise to the top because they are more aggresive than someone who is not - Google is the same, that is the way it is. Be aggressive or passive - the Internet reflects real life.
Stop checking "phrases" - most users don't even use the ones you think they do anyway, there is more traffic (profit and ROI) in the longtail search if you do it right.
I am on the right lines though am I - as webmasters we should be concerned with traffic (i.e. how much traffic you can get from a small search engine like Yahoo) more than rankings or "quality" should we not?
In the big wide world outside America, Google has more than a 90% share of search in the UK - that is how it is. But how the Internet works is that a lot more people do not use a search engine as their first point of call - not everyone is just searching for a. n. other stuff.
