Affiliate Sites in Yahoo web results

One site in, One site out, Red Flags?

It is my understanding that Y! has made an effort to weed out affiliate sites. I work with several affiliate sites in the insurance industry. I have spent a considerable amount of time working with Site A to 'hide' it's affiliate classification with unique content, outbound links to partners, iframes, etc. It is in site explorer with urllist.txt as well. It is listed in the Y! Directory, but completely absent from the Web Results for quite some time.

Site B is as basic as can be from the top down. Quote start forms on the pages, invalid pages, heavy code, not much seo at all - not even sure if all pages have unique meta data. This site holds positions in the Y! web results Serps.

I am hesitant to tweak Site B because it is showing up. I have a tough time understanding how/why this site is indexed despite being such a raw affiliate site.

My ultimate objective is to get Site A in the web results. What do I need to do to accomplish this?

Does anyone have any insight as to how Y! determines if a site is an affiliate and doesn't want to include it? Is there a sure fire way to tell that the site is in fact being penalized, or has been removed?

Additionally, Site A ranks well in Google for top phrases, Site B doesn't. Site A is no longer showing up in MSN, but Site B is and is ranking.

I am at a loss since Site B seems to have all the 'red flags' you'd expect would trigger an affiliate detector, if y! wants to weed out affilates.

I realize it is only 2 sites, but there may also be commonalities in why Site B is also listed in MSN, and more importantly, why Site A isn't.

Any feedback would be greatly appreciated.
