I don't think I follow your question, but I will give it a shot.

If you are asking if you can still submit your web site for free, the answer is yes, however, I highly recommend using the Biz express option for $199 in order to get your web site looked at in 7 days. I use this because it allows me to get on with my life sooner than the 8 weeks free submission.

If you are talking about signing up with Yahoo mail services, yes, I believe that is still free to do, however, you will need some sort of internet connection to get your mail, whether it be a library computer, work computer or other computer.

I am not certain if it is still available but Juno has (had)email that can be used without internet access. They also have free internet access, as does netzero, although Netzero's email cannot be accessed without internet access. They give 10 hours a month free, with a screen-wide ad banner,and their start page opens full screen, you have to click on a link to get out of it. But it works for someone who doesn't want to pay for ISP service.
