No one link should make or break a SERP. But think of it this way - you are getting an authoritative link from a on-topic themed page - and aside from that many categories of Y! Directory do get traffic and bring visitors.
Also it is probable that Y!'s Inktomi Spider uses Y! Directory as a jumping off point...
if you are a hotel in Belgrad and your are the only one in the category, you will probably earn many times your listing fee on a weekly basis.
Its only $300 - can't hurt to try it. Just remember that Inktomi will use your Y! category description from the life of your listing - so spend some time writing a good one.

The rules of SEs change all the time, but even G itself recommends getting listed in Y! and DMOZ.
I don't pay for listing every site I own. some of them have been added free. One site has over 20 deeplinked free Y! directory listings, so yeah, I would say in that case, the listings have definitely made a difference. :)
No one link should make or break your site. However, you need to consider the big picture.
In my personal opinion, a new site can be helped a great deal by getting listings in Y! - I have gotten a lot of links from other sites who've used Y! to find my site.
