I don't get this... Wouldn't every legitimate email sender have to be using it?
It would require everyone who is running an outbound e-mail server to use this. I presume this would be the equivalent of a PGP signature of the e-mail by the server, rather than the sender of the e-mail. This would require that every e-mail server on the planet change their software. This idea has practical problems. This would be a major change to the current RFCs for e-mail.
