I am changing URL of one of mine sites. I feel the form and I have not received any response yet.
How long do I have to wait to resubmit my request?

The change form rarely works. If your listing was free, it's less likely they'll do anything. You might want to wait 2-3 weeks before trying again. Then, if ater 4-8 weeks it doesn't work, you might have to pay for a listing. If you still own the old domain, you might want to keep it and redirect it using a 302 so the PR gets transfered.
