I was wondering if anyone can give me advice on the best way to get a non US business listed in the yahoo directory.

For free, submit it through Yahoo's regional listings. If you go to Yahoo's front page, just drill down through the regional category until you get to the location/category that fits best.
For listing in their main commercial directory, you'll have to pay $199 for a site review... but if you get a regional business listing, they'll often include a secondary main directory link for free.
