according to yahoo, it is not a guaranteed listing. the site is just guranteed to be reviewed and if approved its added and if declined i loose the money.
does anyone know the rules and why yahoo will decline it in the first place?

Be very clear about the rules before you do it. They will deny you. Don't submit an affiliate site. Don't submit a site if you already have one in there and it is obvious. Your site needs to be unique.

Basically comes down to content of the site you are submitting.

I must be lucky I've never had one site rejected and I've submitted loads

I had two that were initially rejected, but accepted after I appealed.

As long as your not a total affiliate site at the time of submission, and it's minimally unique in content, loooks ok, and is more than 6 pages, you should get in. They want your money.
