Requirements are, obviously, Spanish language site and Mexico focus. From what I have seen, getting into Yahoo Mexico will get you into all the Spanish language cats.
I looked at one or two other directories (Italy and Germany, and they didn't seem to be having the same sale).
One of my client sites (lodging) is currently getting about 1 in 8 visitors directly from their mx.yahoo.com cat listings.
Not bad for a one-time US $46 fee.
The one thing that I always have liked about a yahoo directory referral is that the quality of the visitor seems to be higher - in the sense that if they have taken the trouble to drill down to $country/$region/$city/Widget_Sellers/Blue_Widgets/ you can pretty much guarantee that they want blue widgets sold in $city - then it's up to you to sell it to them (via price, site design, etc.).
anyhow, I know that some of you have been thinking about español - so there's a bit more motivation for ya. ;)
Is there any way an English-speaker can submit a site?
Have you tried the process using your Google toolbar's Language Translation feature? It's located within the blue "i" icon. If you don't see it you can enable it from the "Google" drop down located to the left, under the "options" selection.
Alternately you can go to Google, click on advanced, and utilize the "translate this url" feature.
If you find your category, click on the "sugiera un sitio" link (suggest a site); click on the left column, the one with the "Yahoo Express" button.
The first radio tag asks if you have adult content (default is no)
The next check boxes are the terms and conditions of submitting via Yahoo Express. Check all of them and click "continuar".
The rest is standard Yahoo Submit stuff, if you print out the form in English you can use it as a guide.
The only tricky parts are that in the payment fields, it only lets you choose states of Mexico in the credit card billing address info. I have a US billing address for my credit card so I used the "delegación" field to put the US state in. The card was processed without a hitch.
Of course you are going to have to write your title and description of the site in Spanish.
I would recommend finding someone to help you write it - surely you can find someone that speaks and writes Spanish well - a high school kid, their Spanish teacher - a neighbor...
