When I search on Y!.com from Ireland, I don't see any sponsored results. Is this common to all non US viewers?

Yes, unless there is a deal going in the country you are searching from. For example, Overture UK show on Yahoo.com searches done from UK ISPs as sponsored listings. Before this deal was done a few months ago, there were no sponsored listings showing.
