Both those listings are in the same general subject area though... just that one is under Regional:US States:Alaska:Business:Energy and the other is under Business:B2B:Energy:Renewable
If you wanted two listings in distinctly different subject areas, your site would probably have to have distinctly different areas for each subject, and you'd have to submit URLs leading directly to each site area to each category. (did that make sense?)

yep, that is what I am reading too (sec. 2.6 of BizEx agreement). Tedres posted a good exception noted above but I think it is just that, an exception for a huge site with many good content categories. Some of the duplicate listings you see could be from older Yahoo guidelines (along with the "useful" descriptions). They changed a lot last year including shorter descriptions, an increase in the word "offers", and tighter control over listings.
