Yahoo - international issues

Yahoo not available to non-US. Need a valid social security number/tax ID to sign up. Has anyone with a valid social security number/tax ID thought to act as an intermediary for international publishers, taking a cut for themselves atop? Perhaps we can discuss the feasability of companies offering this service?

The internet traffic that comes to the site has to be nearly all US Traffic or Yahoo kicks them out of the program.

Also, you can only use the Tax ID or SSN once for an account...

Hope this is not the case if/when YPN accept publishers around the world. Otherwise it'll only be of use to publishers with mainly US traffic.

Better: "that comes to a page."

Although I have a site that draws much non-US traffic, I have pages of local interest only that I can't imagine a person from outside the US visiting, much less clicking on any YPN ads on those pages. (The YPN ads on those pages also tend to be local.) So, I display YPN ads on the local-interest pages, but leave them off pages of widespread interest.
