Where are you editing the Permalinks? I ask because it sounds like you are editing them manually and that can't work. The Admin panel holds the place to edit Permalinks. You go to Settings > Permalinks and change that setting for all Permalinks.

It sounds like something is wrong with your .htaccess file if it is redirecting 404s to the home page, but it may have happened because of manually editing Permalinks.

The thing is that once a page exists, it has a Permalink and you may edit a title, but not the format because that is controlled in your Settings > Permalinks. WP is not like a plain html site, it is centrally managed by WP which is a CMS (Content Management System) and it works using the Settings you have entered.
