I need to create a blogging website with WordPress. My requirement is to customize the theme in both English and Arabic, Optimising it with plugins for SEO and should be set up within without much developer knowledge? Should I go for .com or .org?
You can create a free, hosted site at WordPress.com if you do not intend for it to use sales or advertising. If it is only informational you can create it at the .com site.
You cannot create a site at WordPress.org, they only offer the tools to use on your own domain. It is free except that you will need to own your domain and pay for the hosting services it requires. You can use advertising or sell your own products on your own domain.
WordPress is quite easy to use but that is both its strength and its weakness. Because it is used by many (VERY many!) inexperienced webmasters it is a prime target for malicious enterprises. It is perfectly safe if you know what you're doing. It is quite possible to give you grief if you do not inform yourself before you get started. Like any other platform, whether static html or a dynamic CMS it depends on its developer (you) how successful it becomes.
Two things to consider before you start: Plugins are not magic, and a few weeks of reading at WordPress.org before you start are an excellent way to help you create your plan. Skipping this step can cost you money and tears.

WP.com is a for-profit company that allows you to create a site for free, but you are limited to their approved themes and plugins. For a newby, this is a good option for learning. If you wish to modify your theme then this is not your option.
WP.org offers you supplementary free themes, plugins, help and other support, but does not provide web hosting nor your domain name. You will need to buy your own domain name and host your site on the web hosting company of your choice. Because you are downloading and then installing your theme, you can then modify it. Given your requirements, this is your only option. As already stated, you are responsible for everything, from security to updates.
