Add tagline to header

ok so im trying to get the tagline of my WP blog to show but only the title is

the header.php code is

Hello and welcome to WebmasterWorld!
Just checking the obvious here - did you write something in the tagline field?

Do you get anything from that if/then statement that indicates the logic is working like the ' - '?

This is a copy of the header.php file from the default install of the theme, but only the tile shows

But you didn't answer my question. Do you get anything after the title? Maybe you can tell me what the Tagline should say?

No the only thing that displays is the title (My personal Blog) but not the tagline (Reviews, Tech, Linuc and Gaming)

Im not good at code and cant see anything wrong with the code i have also contacted the theme creator but have had no response

Try changing this portion of the code
is_home() || is_front_page()

to use the page id instead
 is_page(x)
