What is a good place to start learning how to make a wordpress-site?

Go to the best place to make a free blog at WordPress DOT COM. Make your own blog and play away! Ask questions in their support forums and read the official documentation on the Codex sub-site.
There also is a huge community of 3rd party support for fee vendors, support forums, email lists and oh, this forum too <G>. Lots of great advice to be found in this forums 'Library' .... see link above.
I learned what I know this way with a large amount of build it, break it and fix it for my 'lab' work. An alternative is get a cheap domain (.INFO?) and make a freestanding one or many, all in their own folders.

Also consider looking at Premium Themes as you can learn a lot from what others have done and what's trending popular.
