need help finding a email list program

I need a program that will let me transmit around 2500 emails once per month in HTML format. I would prefer freeware, but will purchase something cheap if necessary.

Anyone have any recommendations? Thanks!

This is a server based script.

I have not used this myself but it has been recommended to me very highly.
