VTR Clock Generator

I cannot find a VTR Clock generator for the PC anywhere does anybody know of a resource ?

That would work...I forgot to mention that we were looking for a software version of the VTR clock generator on its own, as we have done everything else, but it is a requirement of the TV company that this is present and that is where the problem has arose.
