Page Validation and Junk pages in root folder

I am taking over a client that has over 100 pages of HTML content.

However if you can beleive this, the root folder has 237 megs of crap in it.

They are ranking well, but I think they can rank even better if we clean out all the junk and validate the pages for easier crawling.

There is no database associated with the site, jsut straight HTML pages.

Would like to get some feedback on this initial strategy.
