I'm looking for info on how to find out the ownership history of an IP address?

I guess you want to do this to see if it was part of a bad neighbourhood in the past. I have never heard of a central register that stores the history of IP addresses but you can do two things:

First use one of the public tools on the internet to see if the address is listed in one of the SPAM databases. If the IP address is listed somewhere, the IP is useless in most cases, because it can be very difficult to get it removed from these SPAM lists.

You can also use Google and put the IP address between double quotes i.e. "22.22.22.22". If this IP is associated with bad behaviour, there is a good chance it was discussed in some forum, and by searching on Google you will find all forum posts related to that IP.

Some entities offer such services, but their databases are rather limited. Organizations like RIPE will only tell you to which ISP or hosting company a particular IP address is currently assigned.
