Static IP?

I wasn't exactly sure which forum section to post it in so sorry if it is in the wrong one.
I was wondering if there was a way that I could set up a Static IP on a computer that does not run a router. It is running Windows XP Pro and a DSL connection.
I would greatly appreciate it if someone would tell me step-by-step how to set this up, or give me a link to a tutorial that will. Thank you in advance for your time.

Your IP is controlled by your DSL provider. You'll need to set up a plan with them to assign you a static IP.

mattglet is correct if you are looking for a static IP from the WAN side of things. If you are looking for a way to run a web server or your friends to find your computer over the internet you could always use a "dynamic DNS" service as an option as well.

Well the true problem is that one of my close friends and I play online games frequently. There is another player who has a reputation for hacking servers and generally causing problems. My friend lives in Ireland while this other person lives in Germany I believe. It turns out that this person has the same IP range as my friend, and the troublemaker has been banned from many of the servers that I freqent. For some reason, it is banning my friend as well becuase they have the same IP range. I figured a static IP would solve it, as I have a router and a Static IP myself. Thanks anyways for your help.

If an entire IP range has been banned from a server then a static IP within that range will not make any difference. Your friend may want to look into proxy servers.
