Can we reach a conclusion on the most search engine friendly CMS?

From Drupal to Mambo... to Typo3 to Php Nuke... Everyone is telling me different stories..

What is the most search engine friendly CMS? I'm still lost...

Is Mambo SEO friendly (not just Search engine url friendly)?

I am trying to build a website and I know a good SEO friendly CMS will save me tons of time instead of messing around with dreamweaver templates all day long to make SE friendly pages(with good titles, alt tags etc) ...

Can we reach a conclusion here? or Has anyone in particular reached a conclusion they would like to share in their effort to find a Search Engine friendly CMS and what they define a search engine friendly CMS as?

I use MovableType as a CMS for several commercial sites. It outputs perfectly clean static (or dynamic) XHTML 1.0 Strict pages for me. I can control the filenames as well. As long as you can put together a set of valid templates, MT can be very SEO friendly.
