Linking to Middle of Streaming Video

Can this be done in all formats?

We want to have streaming video on our site, but instead of taking the bother of editing the video into multiple segments, we'd like to create one stream and just link to multiple spots in it (like using anchor tags on an HTML page).

I found a page on Real's site that explained how to do this with a metafile. Does anyone know if it's possible in Windows Media or QuickTime?

I know how to do it with real media files (though it has been a couple yrs) and it actually worked really well and was fairly easy.

the files we used to use were called smil files so I did a quick search [google.com] that may point you in the right direction
