Need to monitor data transfer and server space utilization

Hi All:

I am planning to get into a web hosting type of business.. I say "type of" because I don't really plan to provide web hosting, but I want to price my web based product based on space used on the server and the data transfer.

So, I will have several (hopefully) users registered on my discount dedicated server and I will bill them based on how much data is transferred when they are logged in or when they ftp some data to my servers and then how much space is used.

Basically these are the only two costs that I have to pay when I get a discount dedicated server, so if I am able to price based on these two factors, I should be able to compete very very well with others in the field.

So.. bottom line .. is there any way for me when I don't have control over the routers to measure data transfer per user and an easy way to measure the space used on my servers?

This will be a Windows 2003 Web Edition Server running MySQL.

Are you going to be using a control panel like Helm or some type of Stats like SmarterStats?

Don't know .. thats where I need help. I will not give my users different domain names, its just a hosted "on demand" application and I want to bill based on bandwidth / disk utilization.
