Can I use domain name and external IP address the same way?

I am debugging my domain setup. I come across these two questions.

1. In order to avoid any setup problem with nameservers, can I test my website this way? >>> Can I browse to my website by typing the external IP address of my site? For example, instead of browse to mydomain.com, can I browse to 255.255.255.255 (assume this is my external IP address) to see my site?

2. I use Verizon FIOS ISP for internet service, but I do not turn off my router. My router runs 24/7 to support my internet phone. Since I do not turn the router off, my external IP address does not change even Verizon would provide a new dynamic IP to me everytime I turn off/on my router. I would not call my IP as a static IP address. But it does not change. Can I use this IP address for my nameservers to point the domain name to?

There are dynamic DNS services that will do this sort of thing for you.
