Looking for a packaged software.

I am looking for a free package that will fit a peculiar need. I have a geographic community website that I am enhancing for use by the local Homeowners associations (HOA). I want to make it possible for them to publish their monthly newsletters online, since this is a 'Snow Bird' community. So, I need a very easy to use content management system, but one that is not bloated with a whole bunch of things that they will never use.

These users will need to publish monthly, multi page, newsletters. These publications usually contain small articles, club announcements and schedules, events in calendar format, etc.. The people who will be using this are familiar with word processing packages (ie. Word, Works, etc.), but are not necessarily development or internet savvy, so it needs to be very simple to use.

I tested through a couple and they were so bloated with unnecessary 'bells and whistles', I scrapped them. I also tried a couple that I had a tough time getting through the process, so I cannot ask these people to learn. Did I mention? This is a senior citizen community and you know the saying about teaching an 'old dog, new tricks'!
