1. Take a request to one frame in a frameset and "reframe" it with a little javascript (as mentioned above).
2. Redirect all requests to one frame in a frameset back to the default start page.
3. Allow direct requests to be served without the accompanying frameset.
Option 2 is common even though users find it obnoxious. It's how you get links like this:
