I already have one in mind which charges $50/year for each domain. Is that reasonable? It beats any prices I've seen for dedicated servers.

Since my cable company uses a dynamic IP I have to install software to convert it to a static IP.
That's not possible.
What you can do is use a dynamic DNS service. You install client software on your PC. When your IP address changes, the client software updates the DNS server to switch to the new address.
Some users will fall through the cracks every time your IP address changes, though. It's far from an ideal solution.
If you are only hosting one domain, there are a number of places where you can get this for no cost. $50/year/domain is pricey in any case.
Best thing is to search for DNS providers, then go over their feature lists and make sure they support Dynamic DNS.
