I'm building a site which will send daily SMS messages to numbers in a database. And I would like a fee of $X to be included in the cell phone bill of the users. Have you ever heard of how to handle that, do you know any companies that could help me with this service?

This is done in Japan quite a lot. Normally you need to have an agreement setup with the phone provider. You would have to work out the details directly with them.
It's not easy to become an approved vendor for the mobile companies in Japan. You have to jump through a lot of hoops. I'm not sure what the situation might be in your market.
