need one CMS for multiple sites

I'm starting to realize I should probably be using a CMS solution for much of the work I'm doing, but since I'm new to them, I'm not sure they can do what I want. Here's what I need to do:

1) Publish articles at multiple sites, sometimes same article at different sites.

2) Publish news items at multiple sites, sometimes same items at different sites. Archiving is needed here.

3) Easily view where everything is published.

4) Integrate this content into these sites WITHOUT having to build the complete sites using the CMS tool.

I'd like to be able to do this all from one location. Is this possible? Seems like it should be but the few solutions I have looked at don't really mention using one system for multiple sites.

Anyone know a good solution for this? I'd prefer PHP, and I don't mind paying for the right solution.
