static html site and banner manager system

Hi All,
my first post here.
Was wondering the following:

I have a static html website and would like to be able to control the banners that i serve. i.e rotation, clicks, updates and changes, impressions etc etc...

Anyone know of any good tools for this (if in fact it can be done).
