500 identical webpages

This seems to work and how do I do it?

I have seen 500 identical webpages from one domain except for the keyword which is in 9 differnet places on each of the pages.
I have seen this work in certain search engines. There is the list of links at the bottom of each page. I know this isn't supposed to work but I have seen it. They are simple pages ending in .html.

Has anyone heard of a software program that will churn these out or must I get to work on this by using a template?
(I know--"search engines like pages with great content..." blah blah blah)

This will work on some SEs and will get pages buried or your site banned on others.

And when you do run into these types of pages (duck) report them to the search engine.
