IE dialing to connect to testserver on localhost

I have Apache running as a test server on my machine. I have set up multiple IPs in my \etc\hosts file:

127.0.0.2 test.testserver.com

I also have Apache configured with VirtualHost for each of these:

<VirtualHost test.crockettweb.com>
DocumentRoot "C:\Documents and Settings\Owner\Desktop\Sites\CroTech\public_html"
ServerName test.crockettweb.com
</VirtualHost>

When put this URL in my IE address bar, I am prompted to log on to my ISP. Is there a way to stop this?

In IE, set Tools> Internet Options> Connections> Never dial a connection
