How can one tell if a web host really is assigning unique IP addresses? And how likely would it be for a host to be dishonest about this?

One way, although not definitive is to navigate to your site by using the IP address they have assigned your site as the URL. If it is not your site that comes up then you are sharing the IP (assuming the IP is correct), if your site does come up then you could still be sharing the IP but far less likely to be the case.

I am a host, so I can tell you the sure fire way to tell when opening a new account:

after you have uploaded by IP (before your name is live on the new server) you can view your pages in your site by name.

If you can not view your sites pages by IP, then you are on a shared IP. You can upload by IP even if shared... but to view the pages, it has to be a static IP, or your the first customer on that shared IP.

All hosts are moving to IPless hosting as Arin (the place that assigns IPs) has said they must do so. It is getting harder to get the ip numbers, and will soon completely be impossible except for a set number per machine to use for name servers and shared IP hosting.
The search engines are conforming back to this way of hosting, which is the original way sites were hosted. From what we have been told when we asked.. they will ban abusers by domain name. Only a few left that use the IP banning.
