I have used both pmachine and nucleus which are php and MySQL. Moveable Type is probably the most popular one that comes to mind.
There are a ton out there, with a ton of different features. Some are better than others depending on what exactly you want it to do, and how you want it to do it.

I just installed pMachine on a whim. Very easy, took me about 15 minutes to have a functional (and very sassy) blog.
