is anyone ftping to their host using dreamweaver and there is alot of timeouts that is it uploads for a while, then times out with ftp error and then starts up again?

Sounds more like an FTP issue than a DW one, have you tried ftp'ing with another client?

My favorite ftp client is leechftp... much better than wsftp or cuteftp in my opinion.

Never had any trouble with FTP in DW, but you can increase the timeout interval. In DW4 it's under Edit->Preferences->Site .
