What you mean is called a "chromeless window", and is possible due to an error in IE, where you can open a full-screen window (which of course has no borders) and then resize it.
(One more reason not to use IE.)

I wonder if the "Messenger" (not to be confused with MSN Messenger IM) cited in the article is the same thing as (or a derivative of) this old "WinPopup" program I have (disabled) on a WinME machine.
