I have not worked with real player for a few years now but we used to use .smil files to configure the player and do all sorts of fancy stuff with it. It configured all of the various portions of the player, title, window size, syncing of feeds in different windows in the same player.
I did a quick search on google for - creating smil files

Mentioning ID3 tags suggests that you media files are MP3s and not RealMedia files. I'm not sure than a Real server is best suited for streaming MP3s, the trial version has a very low concurrent user limit, and the full version is not cheap. Why not look at Icecast or Shoutcast, which are open source MP3 streaming servers which will do want you're asking - at least on a Unix box. Be prepared for a steep learning curve though. Also suggest taking a look at Winamp...
